The Rule of Law Index is published by World Justice Project (WJP), an independent, multidisciplinary, non-profit organization working to advance the rule of law worldwide. Its mission is to build knowledge, generate awareness, and stimulate action to advance the rule of law. Published annually since2015, the Rule of Law Index relies on more than 130,000 household and 4,000 expert surveys in 128 countries to measure how the rule of law is experienced and perceived in practical, everyday situations by the general public around the world. Performance is assessed using 44 indicators across 8 categories, each of which is scored and ranked globally and against regional and income peers.

  1. Constraints on Government Powers: It measures the extent to which those who govern are bound by law.
  2. Absence of Corruption: It measures absence of corruption by government officers across the executive, judiciary, military, police, and legislature branch.
  3. Open Government: It measures the extent to which a government shares information, empowers people with tools to hold the government accountable, fosters citizen participation in public policy deliberations and evaluates the quality of information published by the government.
  4. Fundamental Rights: It focuses on a relatively modest menu of rights that are firmly established under the UN Universal Declaration of Human Rights and are most closely related to rule of law concern.
  5. Order and Security: It measures how well a society ensures the security of persons and property.
  6. Regulatory Enforcement: It measures the extent to which regulations are fairly and effectively implemented and enforced.
  7. Civil Justice: It measures whether ordinary people can resolve their grievances peacefully and effectively through the civil justice system. It also measures whether civil justice systems are accessible and affordable as well as free of discrimination, corruption, and improper influence by public officials.
  8. Criminal Justice: It evaluates a country’s criminal justice system including the police, lawyers, prosecutors, judges, and prison officers.
