The eGovernment Survey is published bi-annually by the United Nations Department of Economic and Social Affairs (UN DESA). The survey tracks progress of e-government development via the eGovernment Development Index (EGDI). The EGDI is a composite index based on the weighted average of three normalized indices:

  1. Telecommunications Infrastructure Index (TII) based on data provided by the International Telecommunications Union (ITU)
  2. Human Capital Index (HCI) based on data provided by UNESCO
  3. Online Service Index (OSI) based on data collected from an independent Online Service Questionnaire (OSQ)

As a composite indicator, the EGDI is used to measure the readiness and capacity of national institutions to use ICTs to deliver public services. This measure is useful for government officials, policy makers, researchers and representatives of civil society and the private sector to gain a deeper understanding of the relative position of a country in utilizing e-government for the delivery of public services. It also recognizes that each country should decide upon the level and extent of its e-government initiatives in keeping with its own national development priorities and achieving the SDGs.

ONLINE SERVICES INDEX

The OSI is based on a list of questions assessed via an Online Services Questionnaire (OSQ). The questions change each year and focus on areas that involve a) 'information about' something such as laws, policies, legislation or expenditures, b) 'existence of' a feature such as social networking tools, c) 'ability to' do something on the website i.e. run a transaction.

The 2020 questionnaire consists of a list of 148 questions, such as:

  • Information about - accessible public transportation, housing, education policy, budget, labor laws, organizational structure of govt, personal data protection, payments for govt services, road safety, schools, upcoming procurements, etc.
  • Existence of - a mobile app for e-government services, national open data portal, e-procurement platform, cross-browser website compatibility, free access to government services through kiosks, help/FAQ/contact-us features, live support functionality, support for all official languages, up-to-date information, etc.
  • Ability to - access/modify own data, apply online for for birth certificates/building permits/business license/driver's license/govt scholarships, file complaints, pay for utility bills online, register online for new business/vehicles, etc.
