Climate Change Performance Index
The Climate Change Performance Index (CCPI) is an instrument designed by the German environmental and development organization Germanwatch e.V. to enhance transparency in international climate politics. On the basis of standardized criteria, the index evaluates and compares the climate protection performance of 64 countries and the European Union (EU) (Status 2020), which are together responsible for more than 90% of global greenhouse gas (GHG) emissions. The Climate Change Performance Index was first published in 2005 and an updated version is presented at the UN Climate Change Conference annually. Germanwatch publishes the index in cooperation with the NewClimate Institute and Climate Action Network International and with financial support from Barthel Foundation.
In 2017, the underlying methodology of the CCPI was revised and adapted to the new climate policy framework of the Paris Agreement from 2015. The CCPI was extended in order to include the measurement of a country’s progress towards the Nationally Determined Contributions (NDCs) and the country’s 2030 targets.
The national performances are assessed based on 14 indicators in the following four categories:
- GHG Emissions
- Renewable Energy
- Energy Use
- Climate Policy

SUBJECT Variables
OVERALL PERFORMANCE
- India's performance on the 2024 CCPI improved with a score of 70.3 compared to 67.4 in 2023. It occupied the 7th position amongst 64 countries obtaining an overall "high" performance rating.
- No country in the list has met the criteria completely and hence the top three positions with "very high" overall ranking remaining unoccupied. Denmark sits at the top of the CCPI 2024 table occupying the 4th position with an overall score of 75.59 followed by Estonia with a score of 72.07.

It includes current Level and past Trend of per capita GHG emissions and, current level and 2030 emissions reduction targets well-below-2°C pathway.
